Real property taxpayers have 3 months to avail partial reduction of tax liability for 2009-2010

CATARMAN, N. Samar – In recognizing the difficulty experienced by land owners in the recent economic slowdown and encouraging as well land taxpayers here to become tax conscious and be more responsible citizens, the Sangguniang Panlalawigan here headed by Vice Governor Antonio Lucero, enacted Ord. No. 6 Series of 2009, granting a partial reduction of property taxes of 20% of the total tax liability for Calendar Years 2009-2010.

This was approved by Gov. Raul Daza on April 21, 2009.

This is what OIC-Provincial Treasurer Allan Valenciano and at same time chairman of the Revenue Generation Group in an interview on Sunday, January 3, 2010 in the province radio program dubbed “Sumat Kapitolyo.”

Valenciano said that said Ord. No. 6 is just an extension of Ordinance No. 13 and 11 which ended last December 31, 2009 granting a one-time tax relief on penalty interest with unpaid real property taxes from Jan. 1, 2003 to Dec. 31, 2007.

He added in order to avail this partial reduction to the extend of 20% for CY 2009-2010 of their total tax obligation with an additional 10% discount they have to pay in full total tax obligation for the whole year 2010.

The said partial reduction program which will terminate on March 30, 2010 has the following conditions: A real property owner must have availed of Ord. No. 13 series of 2008 and paid in full the 2008 real property taxes; also a taxpayer who paid the 2009 first quarterly realty taxes or paid in full the 2009 real property tax shall be entitled to a tax credit equivalent to 20% of the amount paid.

Meanwhile, penalty interest on late payment shall continue to be imposed and collected based on the original unreduced amount of the basic and Special Education Fund.

Further explaining during the interview, even as Valenciano takes pride over the success of the one-time tax relief program, he forecasted the provincial officials here is not inclined to a similar offer, saying this is only a one-time relief opportunity and at the same time urging land taxpayers to pay their taxes promptly to get away paying in fines.

Likewise, Valenciano also disclosed that the granting of this tax relief program on penalty interest earlier is also aimed at encouraging taxpayers to pay and as well to update their tax obligations that would help solve the provincial government’s ballooning delinquency that reaches now more than P90 million uncollected from real property taxes.
