PRO-8 tops No. 4 in overall performance index

PALO, Leyte – The PNP regional office here has scored anew in its performance rating as it topped number 4 in the recent Overall Performance Index-Philippines among other 16 other regions nationwide.

In a recent survey conducted by the Program Management Office (PMO) in partnership with Pulse Asia Survey and the Asia-Pacific Centre for Research, Inc. Survey (ACRE, Inc.); part of the pre-designed questionnaire were perceptions and impressions on police work performance and personal encounters and experiences in relating with police officers.

The survey showed that Region 6 ranked number 1 or from a diffusion index (positive momentum over a period of time) for 2008 at 73.04% to 72.18 % for 2009; followed by Region 2 from 81.82%, which lowered down to 72.08 % for this year. Then Region 1 from 67.35%, an improvement of 71.48%; Region 8 from 65.04% to 70.59% and Region 3 ranked number 5 from 69.08 to 70.08%.

It was said that the general objective of the survey is to conduct a reality check on the PNP’s performance as viewed by its stakeholders – the citizens that it serve and protect. The study revealed that based on the performance of and attitudes toward the PNP, the National Level Overall Performance Index was 59.7% last September 2008, which increased to 67.44% as of October 2009.

The result also showed that the approval rating for the PNP by area as evaluated by 4,400 respondents for the month of October 2009 was as follows: NCR got 60.44% ; urban areas – 66.07% and rural areas 69.36%.

Moreover , the level of respect for the PNP or the sincerity rating in fighting corruption was also evaluated during the survey among five other agencies namely: GSIS, DA, DOJ, PNP and DILG. This resulted in a 67.6% sincerity rating, an improvement on our part from “bad” performance or -36 % for the year 2006 to “poor” performance for the year 2008 at -18 % , as analyzed by the research team, this is an excellent platform for change and transformation.

According to the survey, of the 499 respondents who have been victims of a crime in the past 12 months, 51.6% or 246 reported the crime, there has been an increase of percentage of crime reporting which is an indication of improving public trust and confidence in the police and the criminal justice system.

It may be recalled that in the 2005 Pulse Asia Survey baseline data, 85% of the people take to praying ahead of other personal responses to protect themselves against crime victimization. Then on October 2009, ACRE Survey showed a decrease to 76%. This means that the public still counts on the police to help them in crime solution.

In addition, of the 4,400 respondents, 74.9% or 3,296 respondents would like to have a friend who is a police officer.

Then of the 4,400 respondents, 38.3% or 1,684 respondents would like to be a police officer if given a chance.

The survey likewise showed that from September 2009 to October 2009, the percent of respondents who felt changes in the aspect of the PNP Transformation Program – Philippines as presented by 4,4000 respondents: (a) Physical Changes: Pananamit o pagsuot ng uniporme – 86.5%; police visibility – 78.4%; mobile car – 77.9; (b) changes in people relationship: pakikitungo sa mga mamamayan – 74.7; Sa pagresponde sa tawag-saklolo ng mamamayan – 74.5%, among others.

The increase of percentage of the approval ratings reflected the improvement of the image of the police force through the “Mamang Pulis/Aling Pulis” program fueled a marked improvement in the PNP awareness.

The study also provides a positive insight to the PNP as far as public perception is concerned.

The outgoing PNP regional director in this region Police Chief Supt. Mario R. Sandiego said that in this manner it will give an opportunity for the PNP organization to continue its crusade to win the trust of the people through internal reform.

On his part as the number-two man of the command, Chief Supt. Drusillo Bolodo, vowed for a better response to community demand of public service.

“We hope to maintain and improve our rating in coming surveys because the recent result of the survey only shows a good input of the entire PNP organization from the eyes of the public,” Bolodo said. (MIRIAM GARCIA DESACADA)
