DSWD to hold 2009 Presidential Award for Most Child-Friendly Municipalities and Cities
TACLOBAN CITY — The Regional Sub-Committee on the Welfare of Children (RSCWC) of the Department of Social Welfare and Development, in cooperation with the Council for the Welfare of Children (CWC), will hold the 2009 Presidential Awards for the Most Child-Friendly Municipalities and Cities in the country.
According to Leah M. Macayan, RSCWC Field Office 8 Technical Staff, the objectives of this award, which was launched last November 13, 1999, is to give national recognition to municipalities and cities that are considered as “child-friendly,” to give realization to the rights of the children and to monitor and evaluate the implementation of the programs and services for children.
Macayan explained that the minimum requirements for this award are the Local Development Plan for Children, Local Ordinances supporting Children’s Rights and the Data Bank System on Children of the municipality or city.
There are three categories in the award namely: the 1st- 3rd Class Municipalities and component Cities category, the 4th- 6th Class Municipalities category and the last, the Highly Urbanized/ Independent Chartered Cities category.
DSWD is encouraging all municipalities and cities to join by submitting an entry that will meet the minimum requirements. Entries will be evaluated using the following criteria: Planning and Policy Formation, Resource Allowance, Service Delivery, Institution Building, Capability Building, Monitoring and Evaluation and Impact Indicators.
The submission of Municipal and Component City entries to Provincial Award Committee (PAC) and for the HUC/ICC entries to Regional Award Committee (RAC) was last September 7. The Submission of Regional entries to National Award Committee (NAC) will be on December 7 next month.
The awarding ceremony will be on April 8 next year. During the awarding, the areas which have excelled in the child protection and promotion of child welfare will be given due recognition by DSWD. (Jherrymie D. Verbo, LNU Intern)
