DENR-8 charters new direction for 2010
The Department of Environment and Natural Resources (DENR), Region 8 under the leadership of Regional Executive Director Primitivo C. Galinato, Jr. has chartered the direction for the Regional Department’s implementation of programs and projects for year 2010.
In a conference on December 15, 2009 which was participated by all DENR regional and field officials at the Asia Convention Center, Tacloban City, RED Galinato bared the guiding principle in planning and implementation of its programs which is, “Mula kabundukan hanggang karagatan, ating pagyamanin para sa kaunlaran” (From the ridges to the reeds, let’s nurture it for progress.)
RED Galinato expressed that all DENR operating units should coordinate with each other and be proactive or pre emptive rather than reactive in dealing with environmental issues and delivering environmental services to the people. Program and projects being implemented in the upland areas such as the Community Based Forest Management Program, and other watershed rehabilitation efforts, must be strengthened to have stable upland areas. The stability of the upland areas would ultimately create sustainability in the lowland agriculture areas as well as the mangroves and coastal areas.
The Provincial and Community Environment and Natural Resources Officers (PENROs/CENROs) have their unique environmental protection and natural resources conservation strategies that are attuned to the specific situation in their respective provinces. The general strategies however that they have to follow are: to strengthen information, education and communication on the different environmental laws, policies, and program; intelligence gathering, surveillance and monitoring; coordination with concerned stakeholders and law enforcement units; establishment and maintenance of checkpoints that would monitor and check the transport of forest products and other natural resources; anti illegal logging operation; and ensuring the speedy prosecution of cases filed against environmental and natural resources law violators.
RED Galinato then calls the support of all stakeholders in all undertaking of the DENR in the coming year. “All environmental protection and natural resources conservation activities must be seriously put to the front by all stakeholders now, especially that we are dealing with the serious problem of Global Warming and Climate Change!” he said.
